Fair Use Policy

Formbear is deliberately generous: the free plan has no caps on forms or responses. This Fair Use Policy keeps it that way by setting out what isn’t allowed. It forms part of our Terms & Conditions.
1. The spirit of it
Use Formbear to build and run genuine forms and feedback widgets. Don’t use it to harm people, break the law, abuse the infrastructure, or undermine the trust that the unlimited free plan depends on.
2. Prohibited content and uses
You may not use Formbear to create, host, distribute, or collect:
- anything illegal, or content that promotes illegal activity;
- spam, phishing, scams, or deceptive forms that impersonate another person or brand;
- malware, or links intended to compromise devices or accounts;
- harassment, threats, hate speech, or content that exploits or endangers minors;
- material that infringes intellectual property or privacy rights;
- unlawful collection of sensitive personal data, or data collected without a valid legal basis or required consent.
3. How you reach respondents
You are responsible for how you distribute your forms. Only send forms to people who expect to hear from you or have consented, comply with anti-spam law, and honour opt-outs. Buying lists and blasting unsolicited forms is not allowed.
4. Technical abuse
You may not:
- attempt to overload, disrupt, or gain unauthorised access to the service or its infrastructure;
- probe or test the security of the service without our prior written permission;
- circumvent plan limits, billing, rate limits, or spam protections;
- use automated means to submit fake responses or to scrape the service.
5. What “unlimited” means
Free includes unlimited forms and responses for normal product use, and Pro adds unlimited collaborator seats. “Unlimited” covers genuine, single-organisation use of Formbear to collect responses. It does not cover patterns that are abusive or that place a disproportionate load on the shared infrastructure we run and pay for, such as using forms as a file store, a content delivery network, or a relay for traffic unrelated to collecting responses.
6. Examples of extensive usage
The thresholds below are a guide to what we consider extensive usage on a single workspace. They are not hard caps that cut you off: they are the point at which we may reach out to agree a tailored plan that keeps the service healthy for everyone. Numbers may be adjusted as the product and our capacity evolve.

What we mean by “consistently.” It is about sustained volume month after month, not a one-off. Occasional spikes are fine. If a threshold is exceeded for several months in a row, it usually signals ongoing needs beyond a shared plan, and we will get in touch to find an arrangement that works. If your usage is extraordinary in a way not listed here, the same principle applies.
7. One organisation per subscription
A Pro subscription is meant for a single organisation. Pro includes unlimited seats so your whole team can collaborate, but you may not resell Formbear, or share Pro functionality (such as custom domains or Pro seats) with individuals or businesses outside your organisation. This keeps pricing fair and the service consistent for everyone.
8. Feedback widget
The same rules apply to the feedback widget. Embed it only on properties you control, and don’t use it to collect data you aren’t permitted to collect.
9. Enforcement
If we believe you are breaching this Policy, we may, depending on severity, contact you, throttle or limit functionality, remove content, or suspend or terminate the workspace. Where practical and not harmful to others, we will give notice and a chance to fix the issue first. Serious or illegal abuse may be actioned immediately and reported to the relevant authorities.

11. Changes
We may update this Policy as the product and abuse patterns evolve. The date above shows the latest version.
